Gibbons to veto furlough bill

CARSON CITY, Nev. (AP) — Gov. Jim Gibbons will veto a bill tightening furloughs for state workers and instead try to enact most of the provisions of SB3 through executive order and regulations, his administration said Monday.

The bill passed during last month's six-day special legislative session also establishes four-day, 10-hour work weeks for most state agencies beginning July 1, and requires any employees granted exemptions from the one-day-per-month furlough to instead take a 4.6 percent pay cut.

"We don't expect it to be a big political issue," Daniel Burns, Gibbons' communications director, said by telephone from Elko, where Gibbons was holding a town hall meeting.

Robin Reedy, chief of staff, wouldn't discuss specific concerns the governor has with the bill. She said those would be detailed in the governor's veto message when it is sent to lawmakers.

"There are several things we're concerned about with that bill," Reedy said. "We're still doing research into what we can do with the executive order and working with management to ensure that the goals of four-10s and things like that can still be accomplished where it works."

Gibbons will sign three education bills, including one making Nevada eligible to apply for millions of dollars in federal education grants, during a ceremony Wednesday in Las Vegas, Burns said. The other two education bills ease class size mandates for early grades and lifts textbook spending requirements to give school district more flexibility in meeting 7 percent budget cuts.

The governor on Friday will sign AB6, an appropriations bill that imposes temporary new fees on mining claims, and raises the fee banks pay to file foreclosure notices from $50 to $200.
